In order to resolve YES, there must be a contiguous 1 month (which I'll define as 28 days) span of time where mana donations are not allowed. This market cares about that span actually taking place, not any announcements of a future ban.

(If people can still donate to charity with an easy intermediate step, like withdrawing mana to cash, that also counts.)
