Does this resolve no if you're #1 on December 2nd?

 2-31 is 29 days, so not quite. But by the end of the 3rd, yes.

There must be an uninturrupted 29-day stretch of time where I am not #1. (It's ok if the #1 spot changes in that time, it just needs to never be me.)

Will resolve based on the knowledge available to me at the time, I'm not going to write a script to check it every milisecond.
