Only resolves to one answer, so multiple combos (e.g. "Australia", as well as "Australia and other pacific nations") of what might end up the right answer won't all resolve to YES, nor will they split. I will go by the Wikipedia page.

Resolves on official announcement, the event itself doesn't have to be hosted (so changes or cancelled event is not taken into account in this question).

A country claiming for it to be official like this seems enough to resolve YES unless disputed, but ideally it should be UN themselves announcing it.
