yeah if it was verbatim then I don't remember him ever saying that phrase, but he definitely talked about it

@Exegesis can you confirm the resolution criteria? Biden was in support of NATO but did not explicitly mention "supporting NATO". I am in line that it should resolve NO since you put quotation notes.

Also Trumps mic only got cut when he went over time (so did Biden's). Does that count to your other question?

Yes, the quotes would make it a direct quote. Resolve No.

On the cut-off, No, I think that was in the instruction. I meant when Trump or Biden went off on a ramble and had it cut off. The question was put up before the official instructions came out though, so the instruction might muddy it a little.
