Will resolve based on entrants in the final race classification of the opening race of the 2025 season (expected to be Australia).
The spirit of "will race" is that the drivers were part of the start procedure with an intent to finish the race. I interpret this as:
DNS (Did Not Start) drivers are not considered to have raced, even though they are mentioned as an entrant in the classification.
DSQ (Disqualified) drivers are considered to have raced if they were disqualified after the race and thus participated.
WD (Withdrawn) drivers are not considered to have raced, since the car was not part of the start.
DNF (Did Not Finish) drivers are considered to have raced, since the car was part of the start.
Will add additional drivers based on comment suggestions or personal thoughts if the "Other" category gets too big.

If the driver has a WD or DNS, they are not considered to have raced.
