Can PPM "form government" if they don't have any seats? Unless a person form the party is picked to be part of a ministry?

@RuiRodrigues I see your point - for fairness I will honor the description of the market, which means PPM would form government if AD forms government. The idea is that even if they don't have anyone from the party in the government they still participated in deciding who to nominate.
