The question will resolve Yes if Anish Giri qualifies for the 2024 Candidates Tournament regardless of the means.
Anish Giri is currently the best player in the FIDE Circuit not yet qualified through other means. At the end of 2023, the best player in the FIDE Circuit not yet qualified through other means (previous Championship, Chess World Cup, or Grand Swiss) will qualify for the 2024 Candidates Tournament, provided that they have played 5 eligible tournaments, including at least 4 in standard time controls.

Anish Giri could also qualify for the 2024 Candidates Tournament by being the highest rated player not yet qualified through other means. This is very unlikely though given the rating discrepency between him and Alireza Firouzja.
