GPT 5 will be free with some limits for free users, generous for plus, and near unlimited for pro.

They’ll add more features like pro max high ultra within a month (if not they'll do o4 agent mode)

I’m guessing it's similar to 4o release but more intelligent (similar to o3) with less reasoning (<30 seconds vs o3 regularly spending 3-15 min)

or it could be GPT 5 (low) is free and unlimited for everyone and then there's GPT 5 (high) like they did for o3 and o4 mini.

Not sure what "GPT-4 will be free refers" to since 4o is already free and 4 was deprecated in April 4.5 is also unlikely to be free (more expensive than GPT-5), 4.1 is also free.

I guess if the demand is high they'll delay it by a week or two if you're not paying them $20/$200

a lot of this is ambiguous. there will likely be some version of gpt-5 that is free to everyone, and some version that is not, just like with gpt-4o and gpt-4o-mini, and o3 arguably being a version of 4o
