if it has 30 member states then it also has 25 member states, no?

even if some motion to add several states simultaneously passes, having 30 and 25 would happen “at the same time,” not “before”

@KimberlyWilberLIgt he means getting as high as 30 before getting as low as 25 (currently there are 27 members)
