Seem's like Biden and his wife are planning to attend.
Kamala Harris is planning to led a delegation to Japan towards the end of September for a different funeral. Might not have any influence on if she attends the Queen's funeral, but it could.

@ManifoldMarkets Since they can't travel together the President and Vice President rarely go anywhere overseas together. Biden should be going, especially with a new Prime Minister that he probably doesn't have a personal relationship with yet. He might even get to give a eulogy since he knew Elizabeth for so long. I wouldn't underestimate the potential positive impact this might have on Biden's approval rating since Americans are obsessed with the descendants of our former oppressors.
