It took a while but https://www.tourism.jp/en/tourism-database/stats/inbound/ finally indicated 144k visitors in July. Although these were mostly in tour groups, Japan is also slated to open fully to visa holders in October 2022.

@hongalex "Japan is set to allow in some package-tour tourists from overseas starting June 10" It's not reported in that article, but the total number of people allowed in under this policy will be 50. Fifty. It's a cruel joke.
I think this needs to be a little more specific. Japan is already open to "foreign visitors" who are direct family members of residents. https://www.japantimes.co.jp/news/2022/04/13/national/japan-reopening-parents-foreign-residents/
It's also likely to permit limited tour groups quite soon.

But it also currently maintains a cap of 20,000 new entries per day on top of the visa limitations, which may or may not be lifted even if visas are freely granted.
