Photo must be real and taken in person where they both are physically in the same location, after the election, and after overall clear understanding of the winner. Photo must be public. Video etc counts too.

The person must be pres at the time. If they're vp and later become pres imthe earlier image doesn't count.

President elect means the guy who at that moment is nearly universally affirmed as the future one who will be inaugurated. If doubt continues then this can't YES til the actual inauguration. At that point I'll respond if there's still doubt.
