To YES it has to actually be in effect for at least 1 day without being disabled again, or to be in effect at end of the claim.
If we reach end of claim time without a YES, but in the next 30 days there is a totally approved, unblockable by Trump or other figure, or Trump has come around or stopped opposing it, or has completely has had his ability to oppose it blocked, and the state has a fully clear plan to reenable it in reality in <30 days from close, then we can wait 30 days and if really does come back on, then we can YES.
Otherwise, NO at end (eod CA time 6/30/2026
