I'm puzzled about the criterion. Do you mean the five permanent members - US, UK, France, Russia and China only? Or do you mean them plus the ten 2023 rotating members - Brazil, Japan, Ghana, Gabon, Mozambique, UAE, Malta, Switzerland, Albania, Ecuador? Half of these will leave the Council at year end, the other half at the end of 2024, although they might be reelected again.
Maybe you'd like to set the criterion that if a country recognizes while it is a member, it counts?
