There is strong indication that the teams Soudal - Quick Step and Team Jumbo-Visma will combine in some way for 2024.
There are various things that could happen with the WorldTeam license that becomes extra after they combine. I don't care which one it is, TJV or SOQ, that is "redundant", all I care is what happens to it.
One license will stay with the merged team, what will happen to the other one?
If they do not merge and both of these teams exist next season as-is, resolves to Soudal - Quick Step
If the license is taken back by the UCI but a new license is granted to some other team, resolves to that team even if it was not a direct transfer/sale
If the license is rescinded by the UCI and no team picks up a new one, resolves to Dissolved
This question will never resolve to Team Jumbo-Visma
If a second team also folds/merges/sells its license before 2024, that will be treated as a separate event -- we only care about the SOQ/TJV one here. If it becomes impossible to tie which of two licenses came from where, we will resolve N/A.

I will resolve as soon as the UCI announces the official UCI WorldTeams list for 2024 -- this would be expected in November or December usually. If they have caveats on the list like "Waiting for documentation", we will wait as long as needed. I'm writing the date tentatively as the end of the year but hope to resolve before then. If they are announced as a team awarded the license, we'll count it and not worry about subsequent stuff.

Following this press release, the registration procedure will continue without any communication on its progress until the issue of the final press release announcing the teams registered for the 2024 season (publication scheduled for 12 December 2023).
