One of Erdogan's stated targets for the Turkish space program is to "make the first contact with the Moon in our republic's centennial year" (i.e., 2023). The plan is for an unmanned, "rough" landing on the moon, so any Turkish probe or craft that lands and survives long enough to send a signal back while on the lunar surface will suffice to resolve this question as 'yes'.
