In June 2023, the Federal Highway Administration approved a plan created by the Metropolitan Transit Authority (MTA) to charge drivers a toll to enter busy commercial districts of lower Manhattan. Based on this decision the MTA believes that Congestion pricing could begin in the Spring of 2024. However, opponents of the plan, such as New Jersey Governor Phil Murphy said he is "closely assessing all legal options" to stop it.
