A detailed plan involves fine grained steps like a comprehensive set of actions to counter a particular risk, assigning responsibility to particular institutions (existing or otherwise). A framework may identify classes of risk and flesh out policy stances to take in response, but policy details are vague and tends to assign responsibility to sectors rather than specific institutions.
