The Hugo awards begin with six nominees per category. Science fiction and fantasy works are both eligible. Nominees will be announced in the spring. I'll resolve to 100% for all the works that are nominated for the Short Story category, 0% for others.

Note: With ~190 eligible short stories, base rate is ~3% per story.
