There are allegations that Vinfast, a Vietnamese EV manufacturer, is only making the appearance of creating this multi-billion dollar US based plant in order to advance its US IPO listing. Nonetheless in late July 2023 ground was officially broken for the construction near Moncure. As of July 2026, the State of North Carolina is in litigation with the company to reclaim the subsidies given to Vinfast on the basis of breach of contract. Officially, Vinfast still plans to build the plant but has postponed the finish date to 2028. Will this plant actually be built and become operational, defined by the production of at least one production model of EV, by the end of 2028?
