It counts if a small number of people join online, for every originally planned day of the 2022-23 school year. It also counts if, for logistical reasons, the plans for a school day only include a subset of students (such as AP calc testing day, SAT day, or a day when some students are on a field trip).
However, it doesn't count if a school day would be better described as "hybrid" than "in person".
A YES looks fairly likely, but reasons for NO include a potential covid resurgence, wildfire smoke, extreme flooding, or whatever else the world throws at us.
