This question resolves Yes if, on or before the close date, there is a space station which has artificial gravity (presumably to be achieved by rotation). The gravity must be at least 0.05g at the strongest, and the rotation of the station must have been intentionally effected, specifically for the purpose of creating artificial gravity.

I heard in an episode of the Skeptik's guide to the Universe that the station would have to be huge
It's not unthinkable but such a large project would have to have started by now

@Ppau The chance that there could be a station with a tether and a counterweight is much higher than that of there being a classic sci-fi spoked wheel.
