To elaborate on what counts as "possible to hail a Waymo": I'm not going to count a service that's only available to Waymo employees, but as long as it's possible for someone unaffiliated with Waymo to hail a ride, then that will count (even if there is a waitlist and not all members of the public are able to use the service to start).
