This resolves YES if the Ethereum L1 protocol uses some kind of proposer-builder separation by the resolution date. You can read about PBS here. I'll use my best judgement about what kinds of upgrades count as PBS, but a major criterion I will use is whether the Ethereum Foundation describes the upgrade as PBS.

I'd like to update this market for future dates, but there are so many variants of PBS now, I feel like I will have trouble making criteria.

@BoltonBailey request for clarification: Arguably, with mev-boost, Ethereum already has a PBS architecture today. There are plans to move to an enshrined version of that in the future, called ePBS. In that context, it would be important to either resolve this market to YES now, or clarify that it refers to ePBS.
