I believe Usopp NEEDS to get a power-up if he wants to be able to keep up with the SH crew and future enemies. As of now, he is not close to his dream of "becoming a brave warrior of the sea" in the slightest bit. We are nearing the endgame, if Usopp doesn't power-up his character will be seen as nothing more than pathetic.
