Note that this is "most wanted" (people not using it but who want to), not "most loved" (people using it who still want to). Rust has won "most loved" for 7 years running, but only topped "most wanted" this last year, so this has less of a track record. It'd be unsurprising for Rust to keep "most loved" but for some other new language to top "most wanted". (For instance, this could indicate that many of the people who wanted to start using Rust did start using Rust and thus no longer count towards "most wanted".)
