This is an interesting market failure. He conceded on the 15th (source), and it seems like nobody here noticed. The market just assumed that if he had conceded someone would have bet it up to 99%, and so the market instead started betting it down as we got closer to the end of November.
@jack Yep, also nobody bid on the other market for same question by end of the year. It's like it slipped under everyone's radar.
