Definitely judgment involved here, I expect there will be discussion on resolution. Here's my current thinking:

Major changes (resolve YES):

-announced the auction system will discontinue and there will be draft/free agency system

-change in years between mega or mini auctions

-change in how many players can be retained by at least 2

-players not eligible for mega auction won't be eligible for mini auction

Minor changes or changes that indirectly impact auctions:

-Cap on individual player price in mini auctions (all payers or just OS players)

-Change in purse increases/decreases

-Player retentions change by only 1

-Expansion of teams (this would have indirect impact)

-Change to OS players in lineup or impact sub rules (this would have indirect impact)
