Your 2023 figure, 9.10, matches Toronto Downtown (station 31129); its 2025 mean is 9.64 micrograms/m3 (PM2.5 Statistics, cells M98/M22). The four-station unweighted average instead falls from 9.185 to 8.815. Is Downtown the intended comparison for resolution? I have no position.
