Welp, all the white skeletons who were previously his followers/transformed noxians are now all probably dead, yeah. They are untransformable back to humans
I would disagree with resolving "noticeable timeskip between acts" to YES. Episode 4 started with a montage where some time passed but I don't see any reason to believe that a noticeable amount of time passed between the ending of episode 3 and the beginning of episode 4.

Ekko's prolonged absence was in fact so noticeable by the Firelights that he was painted on the mural (on which mostly dead people are painted) shown in episode 4 at 18:49. Jinx became a symbol and is nowhere to be found for many Zaunites to get angry and so on
