(according to eggtimer in ∀CDS discord), the previous newsletters were on:

So, since the first one, they've all been at the end of the month except for the one which was on Undertale's anniversary. And excluding the Halloween one, we've gotten one every three months, which suggests one this month. On the other hand, in the Halloween newsletter Toby said he was going to start giving fewer Deltraune updates—it's not entirely clear whether this means fewer newsletters, or just less Deltarune updates within the newsletters.

So I feel like this can really go either way.
