@KevinBurke kind of, but not really based on the rules. If he has a campaign video along with his announcement, than it is believed that the paperwork would have been filed to meet FEC guidelines. The campaign video would meet the requirements to file before announcing or simultaneously as the "testing waters" period would effectively be over.
