Selling alcohol in NJ requires a liquor license, of which there are a small number. According to one source, the average cost to purchase a retail license is ~$350,000.

There are a few relevent bills floating around this year, but they don't seem to have gone anywhere.

I will resolve YES if the sum of the increase in retail licenses per person and increase in distribution licenses per person is least 40% at any point before 2040. So, for example, both could increase by 20%, or just one by 40%.

The licenses per person are as follows, which I believe have remained mostly unchanged since their inception ~70 years ago: one consumption license (allowing for the sale of alcohol for on-site consumption, such as in a bar or restaurant) can be issued for every 3,000 residents, and one distribution license (for off-site consumption, such as from a liquor store) can be issued for every 7,500 residents.
