A user only can send me mana once in each bucket, if send twice in same bucket, I will not return it and it would not count as stealing (user a send me 10 mana, I return 11. user a sends me 67 mana 2nd time, but I do not return as it is the second payment in the same bucket, it does not impact resolution of the 10-100 bucket. if user b send me 100 mana (without any prior payments in the range 10-100) and I steal it, 10-100 resolves YES).

When I do not return a payment (or multiple) of a bucket first time within 24 hour, it count as steal and the smallest payment I do not return resolves YES.

If I return a 6767 mana payment (exactly), 6701+ resolves YES no matter what.
