Winning a state means winning all the vowels in that state's name. "North Dakota" has 4 vowels, i.e. multiplicity is counted.

"Y" is not a vowel.

For Maine and Nebraska, the vowels are apportioned proportionately, e.g. if Kamala wins NE-2 but loses the rest of Nebraska (which has 5 total EVs), she gets 3/5 of a vowel and Trump gets 12/5 vowels.

Faithless and/or fake electors don't matter.
