Some clarifications:

A commutation to life without parole for death row inmates would not be considered controversial.
A full pardon for death row inmates would be considered controversial unless there is compelling evidence of innocence. (I'm not aware of any obviously innocent people on death row but it's not my hobbyhorse.)

What about people pardoned despite corruption?

I thought about it and the Kids 4 Cash guy has certainly stirred up some controversy, so resolving to YES.

Would pardoning people on death row be controversial?

I wouldn't find a commutation to life w/o parole controversial. I would find a (full) pardon controversial unless there were compelling evidence that they were innocent.
