Resolves YES if all of these are true:
anyone can push Git commits with SHA256 ids to github.com,
anyone can pull them
anyone view them on github.com,
Restrictions like these do not prevent resolving to YES:
opting the account into a beta test (as long as anyone can join it)
repositories must be created through the API
SHA256 commits cannot yet be created via the github.com website
GitHub clients do not support it
other GitHub deployments (ie. not github.com itself) do not support it
