Resolves YES if drought coverage increases, NO if it decreases as compared to the previous week's D0-D4 coverage of 49.08.
The US Drought Monitor releases a report and map every Thursday at 8:30am EDT (based on data up through a Tuesday cutoff) and classifies the country from experiencing no drought, or on a D0 (abnormal dryness) to D4 (severe drought) scale.
Trading closes upon the report's release on 7/27. (I may bet in this market given the question's objective criteria.)
