The US Drought Monitor releases a report and map every Thursday at 8:30am EDT (based on data up through a Tuesday cutoff) and classifies the country from experiencing no drought, or on a D0 (abnormal dryness) to D4 (severe drought) scale.
The question resolves YES if July 13's cumulative percentage non-drought area for the continental US is lower than or equal to July 6's, and otherwise NO.
48.19% is July 6's drought-free percentage to beat. Will next week's be lower?
Given this question's objectivity, I may trade in this market. Trading will close shortly before the scheduled release of the report.
