Resolves YES if Texas Central, the State of Texas, or any other organization, begins physical railway construction for any high-speed rail line in the state of Texas by the end of 2029.

To qualify as high-speed, newly built track must have a maximum planned operating speed of at least 155 mph. Alternatively, for construction on existing right-of-way, the track must have a maximum planned operating speed of at least 124 mph.

This market is only dependent on whether construction physically begins. A “groundbreaking ceremony” or similar is sufficient for resolution, otherwise physical evidence of groundwork is required. This market is not considering whether any designated segment is completed nor whether passenger service has begun.
