Well, because Harris isn't stupid. Shapiro is an obvious liability to the ticket (for non-anti-Semitic reasons - his alleged links to covering up sex offenses and the fact that he's Hilary Clinton or Pete Buttigieg levels of "career politician who can't relate to literally anybody" - and also, let's be honest, not a single centrist Democrat cares who Kamala picks, but tons of progressives will be REALLY, REALLY pissed if Shapiro is picked, so the math there is obvious - it has a real potential to hurt her chances in Michigan just as much as it would help in PA)
i'm curious where it comes from that Shapiro "can't relate to literally anybody"? his performance in the urban areas has always been just ok, but he has destroyed every other democrat's margin in the rural areas of the state all 3 times he's been on a statewide ticket. Clinton, Biden, Fetterman, the best dem house candidates, and the row-office candidates didn't come close to his rural margins. With that many opportunities it's probably not a coincidence.
