As of 2024, three (3) US states have begun rolling out some kind of public health insurance option and three (3) more considering one. However, none of these states plan for said option to cover all residents.

For this question, a universal healthcare system is defined loosely: Any healthcare system which enrolls 100% of citizens or residents in a health insurance plan that covers at least basic healthcare, and which provides the financial support necessary for poor residents to afford that plan.

Subsidized compulsory insurance, multi-payer, single-payer, Beveridge: It all counts.

Can you add more details on resolution criteria?

In particular, I want to understand why California presumably is not meeting the resolution criteria today in your mind, even though at my own first read, it does.
