The problem is defining what "virtue" is. IMO most of the most terrible stuff that has ever happened has happened because someone wanted to enforce what they see as virtuous and morally good. Hitler started the Holocaust because he thought it was good for the superior German people and this virtuous. The Soviet Union largely ran on an idea of virtue and cost millions of lives. The same is true for the start of every communist regime. It's also true for the crusaders and every other religiously-motivated war.

Of course the result in practice depends on the actual virtue and values being held. An extremely virtuous Buddhist would probably be totally fine.

No. If you want an example of extreme virtue, look at the saints.
