The specific resolution source for each area is the official NWS Daily Climate Report, which can be found by visiting the linked field office page, clicking "Observed Weather", ensuring "Daily Climate Report" is checked, and choosing the specific location below:

If a location receives 4 inches, it can resolve YES immediately, it is not necessary to wait until January 9th.
