Any form of a national word, in any part of speech, counts.
For example: “Chinese,” “China,” and “China’s” would all count for “China”
If it is a tie, I will resolve it to each country tied for the most.
Stuttering does NOT count as saying a word again. However, if Biden deliberately repeats a word for emphasis, and it is a national word, that does count.
Also, this will be based on his actual speech (obviously), not the preplanned remarks released on whitehouse.gov. I will use the nytimes transcriptions (previous years linked below) unless there is verbal ambiguity in which I will listen myself.

Stuttering will not count as mentioning the word again. However, if he repeats words in the script for emphasis, intentionally, those words do count. How does all that sound?
