Any form of a national word, in any part of speech, counts.

For example: “Chinese,” “China,” and “China’s” would all count for “China”

If it is a tie, I will resolve it to each country tied for the most.

Stuttering does NOT count as saying a word again. However, if Biden deliberately repeats a word for emphasis, and it is a national word, that does count.

Also, this will be based on his actual speech (obviously), not the preplanned remarks released on whitehouse.gov. I will use the nytimes transcriptions (previous years linked below) unless there is verbal ambiguity in which I will listen myself.
