This question resolves to YES is Russia prevents a group like able bodied males, or all of their citizens from leaving the country for any reason. Groups can include specific ethnicities, foreigners, etc. Preventing a large number of specific individuals leaving for different reasons will not count.

Sep 25, 7:39am: some news came about Russia possibly enacting a ban on men of mobilisation age to leave. Will resolve this market when it's confirmed the Russian government enacted a ban.
