If in 2023, Twitter changes its brand substantially, this will resolve to YES.
Substantial rebranding includes change of logo, name, or some kind of brand acquisition (ie. X-Twitter, or Twitter by Xeta, etc.)
Such redesign must remain for at least 9 days to resolve YES.
