If I see the "Banned" next to the profile upon visiting /@levifinkelstein, then it resolves YES. If only intention to ban is announced but he is not actually banned on that date, then it resolves to NO.

If @levifinkelstein changes the username or display name, it does not matter, i will check the new username. Both temp and perma bans will count.
