Would putting them in trust for them be considered differently from giving them to each child individually in their own name for resolving this market? This could either be a permanent thing or just until the details have been adequately established to transfer the shares. Would either or both of these result in a yes resolution?

If 95% of children have received their share and many other are still in process of being given at end of 2027, would this be considered good enough to resolve yes? If not 95% then what %?

Will there be any quibbling over not giving to illegal alien children? So if some illegal alien children are excluded will the question resolve no or might a good enough standard still be possible to be reached?

what about undocumented children?
