It only resolves YES if we get a closed-form for general p, as stated at the above link, even if they decide to award the bounty for an easier case (but it looks like they won't so this is now moot).

At first the Manifold folks were saying they were going to award the bounty even for the easy p=1/2 case so this market was almost super ambiguous but I managed to edit it before anyone else traded. This market is about whether the bounty is awarded for the general case. I don't think we can improve on binary search in the general case so I'm betting NO on this.
